What Type Of Gpa Is Average At Top Public Universities?

Well, when i look at the “average” GPA at places like U of M and UCLA, I see it’s around 3.7
Is it 3.7 weighted or unweighted? I’m asking because I have a 3.6 unweighted GPA and a 4.1 weighted, so I dont know if im above or below average .____.
