Please Help Me Make The Right Decision?

Hello, I’m applying as an international student.
First I’m applying for the English Program for first year then applying for the engineering college after that.
I’m having a rough time picking a university and I need some help.
I’m a guy who loves shopping, I’m more of an urban lifestyle person. I enjoy cold weather, enjoy walking in malls, going to theaters, concerts and so on.. No I don’t like beaches, No I don’t like theme parks. I’m not a California type of guy.
here are some uni’s on my list:
-Drexel And UPenn on Philadelphia.. How’s Philadelphia in general? is Drexel good?
-University of Illinois at Chicago.. Yes i know Chicago is AMAZING, but I heard the Uni is pretty bad and messed up and lower-class. is this true? is it worth attending this uni just for chicago?
-University of Washington – Seattle.. I heard the Uni was Pretty great and i liked it.. I also loved Seattle cuz it’s Urban style.. And I’m more of an Urban person. It also has a great environment and atmosphere. But i also heard it’s very cloudy in most days and rains alot.. Is this going to be a problem for me? Do you recomment UW and studying in Seattle?
lastly, can you recommend some universities and/or cities for me? And please dont say Boston I wish I can go there but it’s just waaay to expensive..
